UFA/EAG Joint Typologies and Capacity Building Workshop

The 2013 UFA/EAG Joint Typologies and Capacity Building Workshop was held in Ulaanbaatar, Mongolia, from the 23-27 September, hosted by the Government of Mongolia and Bank of Mongolia.

The workshop was the first joint event held between the UFA and the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG). The meetings were attended by more than 220 delegates from 36 UFA and EAG jurisdictions, five international organisations and 25 representatives from the private sector.

Delegates discussed the following topics:

  • Risk of terrorist abuse in the NPO (non-profit) sector;
  • Illicit financial flows and the use of AML/CFT tools to combat corruption;
  • Money laundering and terrorist financing risks and vulnerabilities associated with gold production, movement markets and trade.

The meeting was jointly chaired by the UFA and EAG. The UFA co-chairs were the Typologies Working Group Co-chairs Mr Balesh Kumar, Special Director, Enforcement Directorate, India and Mr Razim Buksh, Director, Fiji Financial Intelligence Unit. The EAG co-chairs were Mr Pavel Livadny, Deputy Head, State Secretary, Financial Intelligence Unit, Russian Federation (EAG Legal Issues Working Group Co-chair) and Mr Igor Voluevich, Head of Department, Financial Intelligence Unit, Russian Federation (EAG Typologies Working Group Co-chair). The host co-chair was Mr Bazarragchaa Tumurbat, Head, Financial Intelligence Unit, Mongolia.

Breakout sessions and seminars were co-chaired/facilitated by the following:

  • Australian Federal Police;
  • Australian Transactions Reports and Analysis Centre;
  • Canada Revenue Agency;
  • Crown Law Department, Tonga;
  • Enforcement Directorate, India;
  • Financial Intelligence Unit, Russian Federation;
  • Russian Electronic Money Association;
  • UK Charity Commission;
  • UFA Secretariat; and
  • EAG Secretariat.

Following the Typologies Workshop, a separate Capacity Building Workshop was conducted which included private sector representatives from across the two regions. Delegates to this separate event  explored three key topics of relevance to effective cooperation between government and private sector institutions:

  • Understanding and managing risk and effective cooperation in risk assessments and responses;
  • Financial inclusion; and
  • AML/CFT and new technologies - understanding virtual currencies.

Sponsorship funding for priority delegates to attend this event was provided by UFA members, Chinese Taipei, Canada and the United States.
