Pacific Workshop on Targeted Financial Sanctions Relating to TF and PF, June 2019, Suva, Fiji

The Pacific Islands Forum Secretariat (PIFS) and UFA co-hosted the Pacific Workshop on Targeted Financial Sanctions Relating to Terrorism Financing and Proliferation Financing on 17-19 June 2019 in Suva, Fiji.

The workshop brought together 27 senior legal, financial intelligence and law enforcement officials from 12 PIFS member jurisdictions to consult on the draft PIFS model provisions on targeted financial sanctions (TFS), and provide knowledge and tools on good practices for implementation of TFS regimes. Expert presenters from the United Nations Security Council Resolution (UNSCR) 1267 Monitoring Team and the Australian Department of Home Affairs also contributed to the workshop.

Key topic areas covered included:

  • UNSCRs 1267 and 1373 on terrorism, UNSCRs 2231 and 1718 on non-proliferation of weapons of mass destruction, and relevant technical requirements of the FATF standards;
  • Asset freezing under TFS and asset freezing as part of asset confiscation processes;
  • Incorporating TFS into broader AML/CFT national coordination and national strategies to counter terrorism financing and proliferation financing;
  • Effective monitoring and supervision of TFS;
  • Pacific considerations for implementation of TFS, particularly relating to shipping registries and non-profit organisations; and
  • Best practices and challenges for engagement with the private sector on legislative implementation and TFS.
