UFA Regional Workshop on Implementing Targeted Financial Sanctions against Terrorism

A “Regional Workshop on Implementing Targeted Financial Sanctions against Terrorism” was held from 25-26 September 2014 in Jakarta, Indonesia hosted by the government of Indonesia. The workshop focused on new FATF recommendation 6 and relevant UN Security Council Resolutions 1267 and 1373 and was formally opened by Dr Muhammad Yusuf, Head of Pusat Pelaporan Dan Analisis Transaksi Keuangan - Indonesia's FIU.

More than 40 delegates from 14 UFA members attended the workshop which was facilitated by Judge Kimberley Prost (the Ombudsperson of the UNSCs 1267 Committee) IMF, UN Counter Terrorism Implementation Task Force, Bangladesh, Cambodia, Thailand, Vietnam and the UFA secretariat.

Judge Prost delivered an overview of UNSC Resolution 1267, best practice for implementation of that resolution and her role as UN Ombudsperson. Thailand, New Zealand, Pakistan, Bangladesh, Vietnam and Cambodia made presentations on their experiences implementing the FATF standards on targeted financial sanctions against terrorism including an overview of their legal frameworks and challenges experienced.  The UN Counter Terrorism Implementation Task Force (CTITF) provided delegates with an overview of new programmes and activities currently underway in the CTITF.

Individual breakout sessions during the workshop assisted many delegates with preparing an action plan to address deficiencies in their own laws and regulations relating to targeted financial sanctions with next steps to implement or improve the effectiveness of their targeted financial sanctions system.

The workshop was funded by the government of New Zealand and chaired by Ms Erin Lubowicz from the New Zealand Ministry of Justice.  Ms Lubowicz is also the UFA Implementation Issues Working Group co-chair.
